e.g. with object : hundreds of thousands of recruits had been enlisted

«軍隊に/…として/兵役のために» (自ら進んで)入隊する «in/as/for»

e.g. no object : he enlisted in the army.

with object engage (a person or their help or support):

〈人の援助･支持など〉を求める; «…してくれるよう/…で» 〈人〉に協力を求める «to do/in»

e.g. the company enlisted the help of independent consultants.
